Mr. Li’s primary practice areas cover privacy and data protection, cybersecurity, and AI compliance. He has extensive experience advising enterprises on internal data compliance audits, data protection programs for cross-border business expansion, and data compliance due diligence in investment, financing, and listing transactions.
With deep expertise in China’s data protection regulatory framework, Mr. Li focuses on data compliance assessments and risk analysis for data-intensive industries. He regularly advises on the design of data compliance and governance frameworks, cross-border data transfer assessments and SCC filings, as well as responses to regulatory inquiries and law enforcement actions. His clients span a wide range of sectors, including fintech, mobile internet, life sciences, autonomous driving, and privacy computing.
Mr. Li has also supported numerous Chinese enterprises in their overseas expansion across Asia-Pacific, Europe, and the Americas, particularly in connection with the rollout and operation of AI-driven products and services. He frequently provides regulatory advisory and filing support for generative AI services, algorithmic recommendation systems, and deep synthesis technologies for leading technology companies.
In the context of investment, financing, and domestic or overseas listings, Mr. Li offers one-stop data compliance solutions. - Provided comprehensive advisory services on China’s cybersecurity and data protection frameworks to numerous leading domestic and multinational enterprises. Scope of work included compliance analysis and design optimization for new product launches, establishment of compliance frameworks, data mapping, gap analysis and remediation, system implementation support, and delivery of customized compliance training programs.
- Advised clients across industries such as cross-border e-commerce, global logistics, second-hand trading, and social networking on data compliance strategies for global business expansion. Services covered jurisdictions in the Asia-Pacific, the Middle East, the European Union, North America, and Australia, including the development of global data compliance architectures, gap analysis against local privacy laws, coordination of third-party audits, and regulatory engagement support.
- Supported a world-leading electronics and audiovisual technology company in the design and implementation of systematic data protection and AI compliance programs, covering cybersecurity assessments, cross-border data transfer security assessments and SCC filings, personal information protection audits, algorithmic filings, and registration of generative AI services utilizing third-party large language models.
- Assisted several major AI service providers in responding to overseas regulatory investigations, and advised multiple domestic enterprises on compliance risks and mitigation strategies relating to the deployment of generative AI services and the use of overseas-hosted large language models.
- Conducted data compliance due diligence and remediation for over ten enterprises in sectors such as pharmaceutical technology, intelligent logistics, autonomous driving, lidar, cross-border e-commerce, smart charging solutions, cloud services, and insurance brokerage in connection with overseas listing projects, and successfully completed cybersecurity review procedures where required.
- Assisted multiple gaming companies with data compliance assessments in their expansion into Europe, the Americas, and Asia, including the development of multi-jurisdictional content moderation and user verification mechanisms, and support in responding to user data rights requests.
- Provided research and legal opinions on data compliance matters for a Chinese commercial equipment manufacturer concerning its connected vehicle data transmission operations across more than 50 jurisdictions worldwide.
- Supported the European sub-brand of a Chinese consumer electronics company in conducting GDPR-based compliance risk assessments and implementing improvement measures.
